Money dries up for Great Barrier Reef coal project Updated for 2026





The newly elected Labor government of Queensland last week allowed the expansion of the Abbot Point port that’s an integral part of Indian coal importer Adani’s AUS $16.5 billion Carmichael mine in the Galilee basin.

The go-ahead looks like good news for Adani, all the more so after the Labor party emphasised environmental impacts on the Great Barrier Reef as a major concern during the election campaign.

But there’s a downside: the new administration won’t provide any funding for the project. By contrast, the state’s former National Liberal government had promised to pay upfront for all the dredging and invest $100s of millions in the 500-mile railway linking the coal mine to the port.

And while the permit includes permission to excavate a channel through the Great Barrier Reef to Abbott Point, all the dredged material would have to be deposited on land, reducing damage to the marine environment but hugely increasing costs.

Now one of the major investors in Adani’s Carmichael mine – State Bank of India – is preparing to go back on a loan deal for US$1 billion initially agreed last year, according to sources speaking to Reuters. The bank is under pressure to reduce its bad debts.

The low coal price, lack of profitability of Queensland coal mines, and long timeline of the project were factors in the decision, the wire reports. And as a commodities analyst told the FT: “Right now with thermal coal at $60 a tonne and the Galilee coal 500-odd kilometres from port, funding these projects doesn’t seem viable.”

This follows a massive blow to the project last year when a host of US and European banks – including Deutsche Bank, HSBC, Royal Bank of Scotland and Barclays, as well as Citigroup, Morgan Stanley, Goldman Sachs – all refused to fund Adani’s plans to expand the port, which risks doing damage to the Great Barrier Reef.

The Adani mine, if it’s built, will be the largest thermal coal mine in Australia, producing 60 million tonnes a year over its proposed 60 year lifespan. The projects involve building ports and railroads, as well as the mines, adding up to tens of billions of dollars.

India and China clamp down on coal imports

India intends to reduce its dependence on coal imports, and its minister for power has openly admitted that it will be challenging to find a use for all of India’s domestic coal production – potentially contracting the market for Adani’s coal.

If India follows China’s lead in tackling air pollution from burning coal – which as reported by Greenpeace, is worse in Delhi than Beijing – this could be further limited.

Adani, which is India’s the biggest coal importer, has also scaled up its investment into renewables – possibly a symbolic move amid the political turning of the tide against imported coal.

A senior executive for the company says that the project may find alternative buyers in China and South Korea, with steelmakers Posco and electronics firm LG reportedly signing letters of intent to buy a total of $9 million of coal – while Chinese energy firms have earmarked another four million tonnes.

This unexpected news has raised questions from the Indian Stock Exchange. Adani’s announcement is surprising because seaborne thermal coal prices have been at an all time low in an oversupplied market, removing the need for companies to be signing off-take agreements with a greenfield project that is struggling to come to financial close.

Also, the Chinese government is currently significantly reducing its dependence on imported coal as part of its strategy to rid itself of heavy air pollution.

Apart from the five-year low price of coal, continued opposition by green groups add uncertainty to whether Adani will be able to get all the finance it needs.

Risk to the Great Barrier Reef

One of the main environmental concerns has been the dredging of the seabed and dumping of around 2 million cubic metres of material near the Great Barrier Reef as part of the expansion of the port overseen by Adani – which would directly affected the health of the coral reef.

The Australian government banned all dredge dumping in the Great Barrier Reef Marine Park in January amid worries that UNESCO’s World Heritage Committee may label the reef “in danger” this year – and the new rules agreed with the new Labor Queensland government mean material from dredging would now be dumped on land.

But the dredging to expand the coal port would still take place in Great Barrier Reef waters.

Another threat to the reef is the burning of the coal from the mines in the Galilee Basin. When burnt, the coal from the Carmichael project will add 128.4 million tonnes of carbon dioxide per year to the atmosphere, which will accelerate climate change and lead to increased ocean acidification. This is one of the greatest threats to the long term health of the global and national treasure.

The burning of the Galilee coal also does not fit into any energy scenario if we are to limit global warming to 2 degrees above pre-industrial levels – the internationally agreed threshold beyond which catastrophic consequences are expected.

The transportation of the coal on ships and trains is also likely increase urban and industrial pollution into the coastal environment and risks degrading its delicate ecosystem.

But if the Carmichael project is unable to secure financing and stalls, then the benefits will be huge – several other major coal projects planned for the 250,000 square mile Galilee Basin could also find themselves stranded with no way to get their coal to market – or as an Australian might put it, ‘up the creek without a paddle’.

With sub-$60 oil, fracking and tar sands losses threaten the whole financial system Updated for 2026





Brought about by the recent fall in oil prices, investors are beginning to review the economics of unconventional oil and gas. For the last few years there have been a number of damning reports about the economics of unconventional fossil fuels.

Now it seems those long-ignored observations are being taken seriously by the money-lenders of Wall Street.

John Maynard Keynes was one of the most significant economists of the Twentieth Century, whose observations still draw the ire of pundits and politicians today.

One of his better-known economic aphorisms was, “If you owe your bank a hundred pounds, you have a problem. But if you owe a million, it has.”

Sound advice, but what if you owe hundreds of billions? Then it becomes a problem for the whole economic system, not just the bank.

QE: Floods of funny money for fossil fuels

During the early 2000s a lot of Wall Street’s ‘funny money’, based around complex investment schemes, flowed into unconventional oil and gas developments. It was seen as the new ‘revolution’ in America’s energy system, and a new, politically approved path to energy independence.

When that funding stream collapsed, after the 2007/8 financial crisis, the number of drilling rigs operating in America collapsed too.

In the wake of the crisis the US and other governments instituted quantitative easing (QE) – in effect conjuring ‘free money’ from governments, given at near zero rates of interest to the major banks and finance institutions.

Problem was, in the wake of the crisis, there was little to invest all that ‘new funny money’ in. Throwing free money after bad, the US fracking industry mopped up a large wad of QE cash, and shortly after the number of drilling rigs in the US took off again.

Looking for a fast return, sections of the finance industry specialise in ‘high risk’ or ‘junk’ investments – which in America is reckoned to be worth $1,300 billion.

Over the last 10-15 years the global finance system has loaned the American unconventional oil and gas industry hundreds of billions of dollars. Today somewhere between $150 and $550 billion of those loans are considered to be ‘junk’.

The fracking Ponzi scheme exposed

Now, as oil prices fall, the precarious, Ponzi scheme nature of these investments is being exposed – although the basic facts were made public by the New York Times over four years ago.

There’s a whole lot of reasons why many have seen ‘fracking’ as an economic train wreck waiting to happen. What’s triggered today’s reality-check is the large and fast fall in oil prices, and recent studies which have exposed the flaws in the investment models which underpin the industry.

Now the ‘shale boom’ appears to be over, and the spin and hype which drove that revolution are finally being exposed. And, as Keynes suggests, if this triggers a wider crisis in the bond market it has the potential to cause problems way beyond the parochial issue of ‘fracking’.

The problem with unconventional oil and gas is that it takes a lot of engineering to produce a small return of product. Some studies, such as one carried out by the Oxford Institute of Energy Studies in early 2014, reckoned that half of all unconventional wells were losing money – and the industry as a whole had written-off assets worth up to $35 billion.

To put that into perspective that’s more than JP Morgan’s post-crash bank bailout, and a bit less than Citigroup’s – but unlike the bailouts that $35 billion would never be paid back!

Across America there are a large number of small oil producers – ranging from a few thousand to just four or five barrels of oil per day. These are the people at the bottom of the industry who exist largely on historic land rights and loaned capital.

As oil prices fall, lacking the economic power of the major companies, these are the people who see the biggest impact on their earnings. As a consequence they are more likely to shut down and default on their loans.

There are obvious parallels here with the US sub-prime mortgage crisis. As these many small loans go bad the effects compound up the ‘food chain’ of finance. One measures of this is the bond yield, the earnings from energy investments – which have been sliding all year.

Fearful that the ‘shale revolution’ might implode, some vocal free market pundits are calling for assistance to be given to the US shale industry.

More significantly, in terms of the potential losses, it’s the biggest players in the US shale industry who are practising the moist egregious tactics to keep on the drilling treadmill – continuously keeping new wells coming on stream in order to make up for the low returns and short productive life of the ones drilled previously.

At the national level some of the larger unconventional oil and gas companies have been playing the market to massage their credit ratings – to keep the investment dollars flowing in.

Locally some are receiving back-door subsidies as US states overlook unpaid taxes, or pick up the bill for plugging old abandoned wells. In Florida, they proposed to front-load the high exploration costs for shale onto consumer’s utility bills. Meanwhile some companies under-pay royalties to landowners, or under-pay their workers, in order to save money and make their balance sheets look better.

And that was before December 2014 …

The real fracking financial earthquake began in the first week of December, when oil prices fell below $70 / barrel – the point at which most unconventional production becomes barely economic.

Lower prices were already hitting the Canadian tar-sands industry too, where the break-even price for new projects is estimated at $115 / barrel.

The week before OPEC had unexpectedly decided to keep oil production unchanged – guaranteeing a further fall in prices as traders off-loaded their increasingly loss-making futures contracts. Then sections of the financial media began to express concern about the viability of the unconventional oil and gas sector.

By the second week of December, when prices dropped to $65 / barrel, there were reports that the ‘bubble’ in shale investments might be a serious problem for bond investors – potentially risking another market crash.

As a result the value of many US, UK and Australian unconventional oil and gas companies fell further – to the point where Australian analysts suggested they would make ideal speculative take-over targets, and Canadian dealers start to short-sell tar sands debt in anticipation of a further fall in value.

At the beginning of this week, the third week of December, as oil prices hit $60 / barrel, the off-loading of bonds began as investors tried to limit their exposure to the risk of a crash.

As in 2008, companies started to decommission drilling rigs once again. The shale industry may have written off $35 billion in the last 10 to 15 years – but right now bond holders are staring down almost $12 billion of losses in the last few weeks.

OK – shale is going bust, isn’t that a good thing? Looked at narrowly it is, but there are two problems this gives rise to.

Who’s going to clean up the mess?

Most importantly, where the industry has taken hold (the USA, Canada and Australia) widespread bankruptcy would allow the industry to walk away from the liabilities for the pollution they have created. This potentially dumps billions in clean-up costs on to state and national governments.

The second problem is the collapse of ‘political capital’, as politicians seek to distract attention from one failure by jumping on another bandwagon. In the short-term we might see the nuclear industry strutting around saying “I told you so”. The green energy lobby has also been panicked by recent price falls.

In fact the long-term fundamentals of energy supply have not changed – the current trends have everything to do with the geopolitics of oil and little to do with what will happen to oil prices in five or ten years time.

Those realities are likely to be drowned out as industry and lobby groups noisily queue at the government’s door to sell yet more ‘production’ technologies to gullible politicians, and an incredulous public.

What we need instead is long-term thinking. The difficulty is, in the fall-out from the failure of shale, the more fundamental arguments about the relationship between energy and the economy will be missed.

Bumping up against ecological limits

The greater argument we should be having is about growth and ecological limits, and whether growth has reached its limit in the most developed nations. This isn’t just an issue of climate change, or the depletion of national resources.

The founders of modern economics – Adam Smith, John Stuart Mill, Thomas Malthus – all believed that the economy would grow to a certain point and then stop. That’s not just an issue of material consumption; it’s about the finite nature of the world.

For example, how many hours of TV can you watch a week, or how many ready meals can you consume, before all your available free time / space is saturated?

What the fracking bubble demonstrates is not simply the bankruptcy of extreme fossil fuels – it’s the economic model itself which is bankrupt. Even students studying economics at universities around the world understand that point, and are lobbying for change.

Politicians are not necessarily stupid. They’re goaded into it by well-connected economists who tell them that they have a fool-proof model for how the world works.

The problem is that model is broke. And fracking, or futile carbon trading, or never-ending austerity, are simply manifestations of a failure to accept that it’s time to change the whole model that underlies the political economy.

COP20 extended another day – but where’s the money? Updated for 2026





As negotiators enter into all all night session in Lima this Friday night, poor countries that are the main victims of climate change are asking the rich: “where’s the $100 billion a year you promised?”

The Green Climate Fund was announced at the Copenhagen COP in 2009 as a $100 billion a year fund that would finance poor countries adaptation to climate change and their transition to a  low carbon economy.

But so far in Lima, the rich countries have pledged just $10 billion, to be released over four years – just 2.5% of the annual sum promised. As India’s Prakash Javadekar told the Guardian, “We are disappointed. It is ridiculous. It is ridiculously low.”

“We are upset that 2011, 2012, 2013 – three consecutive years – the developed world provided $10bn each year for climate action support to the developing world, but now they have reduced it. Now they are saying $10bn is for four years, so it is $2.5bn.”

Meanwhile the main negotiating text has scarecely progressed beyond its initial seven-page draft, with deep faultlines set between rich and poor countries.

In a nutshell, the rich countries want to keep their cash, while the poor take on emissions cuts matching their own undemanding targets.

The poor, exemplified by India, want to see the rich make deep emissions cuts and to pay up on their climate fund promises, before signing up to any emissions targets at all.

Progress has been made – but outside the UN process

The only good news is that commitments by China, the US and Europe on emissions cuts could mean significant progress towards ensuring that global average temperatures this century will rise less than predicted.

Researchers say the post-2020 plans announced recently by China and the US and the European Union mean projected warming during this century is likely to be less than expected. The downside is that, even then, the world will still not be doing enough to limit the increase in average temperatures to below 2˚C.

The research, released at the UN climate change conference currently being held in Lima, comes from the Climate Action Tracker, an independent science-based assessment that tracks countries’ emission commitments and actions.

It comes in the form of an assessment by four organisations: Climate Analytics, Ecofys, NewClimate Institute and the Potsdam Institute for Climate Impact Research.

But these commitments were made before the conference. Many had hoped that they would provide the momentum and goodwill needed to reach a wider agreement. But that never happened.

Not enough to limit warming to 2°C – but a start

Together, the four groups measured government pledges and actions against what will be needed to limit warming below the agreed international goal of a maximum 2°C increase above pre-industrial temperature levels, and against the goal of bringing warming below 1.5°C by 2100.

China – which recently announced a cap on coal consumption from 2020 – and the US and EU together contribute around 53% of global emissions. If they fully implement their new, post-2020 plans, they would limit global temperature rise to around 3˚C by 2100, which is between 0.2˚C and 0.4˚C lower than it would have been.

Their plans are more ambitious than earlier commitments, and represent what the researchers call “significant progress”. But they won’t limit warming to below 2˚C.

“In the context of increasing momentum towards a global agreement to be adopted in Paris in 2015, this represents a very important first step towards what is needed”, said Bill Hare, executive director of Climate Analytics.

“Tempering this optimism is the large gap that remains between the policies that governments have put in place that will lead to warming of 3.9°C by 2100, compared to the improvements they’ve made in their promises. These new developments indicate an increasing political will to meet the long-term goals.”

Niklas Höhne, founding partner of the NewClimate Institute, said: “China’s post-2020 emissions levels remain unclear and difficult to quantify. Its peak by 2030 falls somewhat short of a 2°C pathway. However, if emissions peak just five years earlier, this could make a very big difference and move them very close to a 2°C pathway.”

Höhne added that the US, with full implementation of its proposed policies, appears likely to meet its 2020 goal of 17%. But further measures would be needed to meet its newly-proposed 2025 goals.

Targets lacking ambition – so far

The EU’s current policies put it on a trajectory towards meeting its 2020 target. But it’s not enough to meet its more ambitious conditional target of a 30% emissions reduction below 1990 levels by 2020, and the 40% reduction target by 2030.

Rapidly industrialising countries such as India could do more, say the reseachers. Recent discussions indicate that India had been considering putting forward next month a peak year for emissions between 2035 and 2050, which – depending on the level at which this peak occurred – could be consistent with a 2°C pathway.

“We only have a very limited amount of carbon that can be burned by 2050, and we calculate that current policies would exceed this budget by over 60% by that time”, Hare said. “We clearly have a lot of work to do.”

But with the rich countries failure to pay up that leaves an impossible mountain to climb for negotiators in Lima tonight. India is among those countries digging in its heels until the rich countries make much deeper cuts, and honour their financing promises.

The key question facing developing country negotiators will be whether it’s better to settle for a bad agreement, or to emerge with none at all. Past form suggests the former – but don’t count on it.
